This would also address https://github.com/ascribe/spoolio/issues/51, without the pub-sub mechanism.

We could either:

Reset the piece list and show the loading spinner every time we go back to the collection
Still show the stale data but add a loading indicator somewhere to indicate that it's refreshing

And I'd rather the latter, but that'll be more effort and some design from Woj.
