Unable to select a new user's Organisation or Role, leading to user-creation failing

Describe the bug
Fresh install of a docker-compose deployment.
When attempting to create a new user, I found that the fields for Organisation and Role were missing, and attempting to create a user therefore fails.

To Reproduce
Steps to reproduce the behavior:

1. Attempt to create a new user using the web GUI.

Expected behavior
The bootstrap fields to select the Organisation and Role should be visible.
