Clarification on content that is libelous, defamatory, bigoted, fraudulent or deceptive; reporting harassment

Not sure about the legal requirements around:

"In order to make App.net a great place for all of us, please do not post, link and otherwise make available on or through the Service any of the following:

Content that is libelous, defamatory, bigoted, fraudulent or deceptive"

"Collect any personal information about other users, or intimidate, threaten, stalk or otherwise harass other users of the Service;"

and

but right now there's argument as to whether alpha.app.net is a community or a 'dumb pipe.' People who feel they're being harassed and people who feel they're just posting satire or frank speech and don't want to be censured for unpopular speech are both unhappy due to the lack of clarity around policy. Is a single remark grounds for suspension or disabling access? Should people try to work things out between themselves first? Will there be different harassment policies for different services built on App.net? These issues need to be clarified.

We also need a lot of clarification about what exactly constitutes some of these catgories, particularly “bigoted” (there are already legal definitions of libel, defamation, and fraud).

The term “bigoted” is slung around a lot. Sometimes it seems to mean “anything expressing moral disapproval of something I champion”. What does it mean in this context? Is this prohibition really necessary, or are the legal standards of libel, defamation, and fraud sufficient?
