If a user decides to terminate their account, they should be able to request that all personal information with the exception of billing records be deleted, subject to the standard time period caveats for deletion of information.
This should be noted in a separate section of both the ToS and privacy policy.

Related, from the discussion at appdotnet/api-spec#71, if a user's subscription lapses, I do not think that any of their data or posts should be removed. They just shouldn't be able to make new posts or use certain services (authorize apps?) depending upon what is ultimately possible to do for free. I posted more details on this at that link.
