调试服务器的时候发现Hysteria2服务端启动之后，客户端不能立刻连上，要等一段时间，实测大约36秒。
为什么会费这么多时间？这个启动延迟能优化吗？

在重启 Hysteria 服务端之后， 重启客户端进程， 即可马上连上。

实测V2Ray的QUIC传输层协议也会有这个问题，mKCP就没有。

对于程序被重启的情况，能否实现对“软件即将被关闭”绑定事件，在软件完全退出前安全关闭所有连接？
