Cannot download the VoD files when using JWT token

Short description

When using the JWT token for stream security, the VoD files cannot be downloaded and get corrupted. When playing the VoD file on the URL, it plays fine.

Environment

• Ant Media Server version: 2.8.x and 2.9.0

Steps to reproduce

1. Upload a VoD file.
2. Enable JWT security for playing the stream.
3. Download the VoD file from the dashboard.

Expected behavior

The VoD file should get downloaded.

Actual behavior

The VoD file cannot be downloaded and says that it is corrupt.
