Channels are not visible on Android TV API 30

I build the sample app on both an emulated and real Android TV API 30 and the channels do not show on the home screen. When run on an emulated Android TV API 26 it does show the channel properly. I can find no reference that home screen channel behaves differently on API 30 (which is now called Google TV).

Logs indicate that channels and programs are added, indicating that the code works.

Is there a resolution to this? The codelab won't even build with the older api because Google Play now seems to require API 30 or higher.

It seems that Google will now review an app before allowing it to show a channel. Not a direction I like, especially because Google TV actively promotes paid services like Disnep plus very big at the very top, without an option to disable that.
