Add ability to skip uploading files and resume download/seed after restart #1656

I think it would be very useful it bot had a option say DOWNLOAD_ONLY in config which if set to true should just download the files & not upload it anywhere

ok this will be global variable only ? or may add in task args ?

If you can add a way to override global variable with args that's a bonus, but global variable is must so that we don't have to add args each time for skipping upload permanently
