why the "mean" equals to(104/256.0, 117/256.0, 123/256.0)?
Is there any according about it?

It refers to the mean of the ImageNet dataset. Since the dataset includes broad range of classes, these means are often applied to other similar dataset such as Pascal VOC or COCO.
You could replace it by other means and see what changes.
