Add block in Dashboard no content in "Query: Issues" #169

I have installed two redmine environment identically, but on one I have no content in "Query: Issues" for blok "Query: Issues".
I looks like:

Other installation it works as expected:

What is wrong?

you have to save an issue query, which you can select for this block. If no issue query is available, nothing is listed.
