Inconsistent no-argument behavior, kill vs netem

pumba netem returns help for how to use netem
pumba kill immediately kills all containers on the node. It would be safer if it behaved more like netem where a no-arg invocation invokes the help function.

Making --limit a required argument would accomplish the same goal.
