nextpnr-ecp5 doesn't appear to allow more than 8 global clocks #1165

When routing a design with a number of different clock domains, I have noticed that nextpnr-ecp5 only seems to use globals 0-7. The Lattice documentation for the ECP5 indicates there are 16 global clock nets.

Are globals 8-15 simply unimplemented in nextpnr-ecp5, or are they used for some other functionality and therefore masked off?
