replica array module's "self.unused_offset" uses magic number instead of technology related value

This commit 64f2f90 introduced this behavior where self.unused_offset is not related to vertical or horizontal pitch, and is instead the arbitrary vector(0.25, 0.25). It should be related to some technology specific pitch/width/size/etc. or else it may cause layout issues in certain technologies.
