The only languages that received voice localization in Zero Hour were French and German and the rest of the languages only had its text localized. Despite that, none of the briefing videos had any sort of subtitles, only the mission dialogs.
There are two ways to solve this issue: one could be burning subtitles onto the videos themselves (lazy but it gets the job done).
The better way would be to make the game capable of using the subtitles system which is already used during in-game cutscenes on the videos and also create strings for them.
