I'm experiencing this problem also. The magnification functionality does not appear, On first click, the eyedropper button shows focus, but magnifier never launches. It also never indicates focus after first attempt. Shortcuts don't work either, nor does changing them under preferences.

Just received a new Work PC with Microsoft Win10 Enterprise Version 10.0.19044 Build 10944 installed.
Just installed Colour Contrast Analyser Version 3.1.2 as I am a Section 508 tester. And CCA is one of my primary tools that I use to test for 508 compliance. I am unable to get the eyedropper function to work. Never had this issue on previous systems that I've used in the last 5 years.
