Currently in game, the only way to obtain a decent discount on new aircraft is to sign a contract, which means you can only obtain aircraft brand new from the manufacturer. However, many major airlines (Primary examples are Emirates, Singapore Airlines and Qatar Airways) have a split fleet, usually between airbus and boeing, and are still able to negotiate large discounts for their orders, despite ordering aircraft from both companies. Given this, i think a negotiating type interface should be implemented so both parties agree on a certain price for an aircraft depending on the airline's reputation, the configuration of the cabin and the demand for the aircraft (this last point could initially be linked only to the number of airlines the player has chosen to be in the game to simplify things until a more comprehensive demand system can be implemented) and on top of this discount, if you have a contract, maybe 10-15% of the agreed price will be discounted from that agreed price.

How about this... there are some major capital companies, like GE Capital, that buy planes and lease them out. (a lot of airlines stock their fleets this way) Maybe have contracts you can sign with the capital companies to lease from them and get a contracted rate (regardless of the plane model?)
