1.000152 release lost TODO file #268

I looks like TODO file was removed from the distribution tar archive:

$ tar tzvf Test2-Harness-1.000151.tar.gz |grep TODO
-rw-r--r-- exodist/exodist 3875 2023-03-08 16:11 Test2-Harness-1.000151/TODO
$ tar tzvf Test2-Harness-1.000152.tar.gz |grep TODO
$

Is that intentional?
