We have multiple problems to solve here:

test failures don't raise an error: https://gitlab.com/finestructure/swiftpackageindex-builder/-/jobs/6747884328
- this is probably the same as Orka build return codes should propagate back #3028
tests currently run across multiple Xcode versions even when they target a specific Xcode version to run - this cannot work, because each Orka image has only one Xcode version
- we'll need to reshuffle tests to make this line up correctly
