"Options" is not appearing on chrome extensions page

What steps will reproduce the problem?
1. Go to chrome://extensions
2. Scroll to "ChromeVox" item


What is the expected output? 
"Options" link doesn't appear.
What do you see instead?
The "Options" link next to the "Allow in incognito" input. This link is 
appearing for other extensions, but not ChromeVox


What version of the product are you using? On what operating system?
39.0.2152.0

Please provide any additional information below.
I have seen this behavior on both Chrome Beta (38.0.2125.66) and Chrome Stable 
(37.0.2062.94).
