Mesh generation error in particular model

I have a cylindrical geometry with a hollow tube inserted in the middle, the tube doesn't run through the cylinder.
The model is like this:

Now I want to generate mesh for the model, I have checked "Surface Meshing", "Volume Meshing", "Allow Multiple Regions", and define a Multi-Domain Hole.
Then I come cross an error like this:

I have tested many values of Global Max Edge Size and Local Size, but can't solve the error.
How I can generate correct mesh for the model?
