User Quest Progresses break LDB tooltip? #773

Describe the bug

While using the User (custom) Quest Progresses feature, Saved Instances seems to "break" after a weekly reset and no longer correctly populates the LDB tooltip with characters.
I expected SavedInstances to always show me all of the characters it knows about on the current realm once it gains knowledge of them.

Do you have an error log of what happened?

There are no errors from Saved Instances while it's in this state, and enabling the Debug Mode doesn't reveal anything interesting happening.

To Reproduce

  1. Add a custom quest to track
    • I'm using the weekly "Time Capsule" quest, 77836
  2. Go around doing things for the week, on other characters, let Saved Instances get populated with them all, things are working as normal
  3. Weekly reset happens
  4. Saved Instances is now in a strange state and will no longer correctly populate the tooltip
  5. Delete the custom "Time Capsule" quest
  6. Saved Instances is now kind of populating the tooltip again, but characters will still be missing
  7. Add the custom quest back
  8. Saved Instances is once again hiding the characters it showed just moments ago

Did you try having SavedInstances as the only enabled addon and everything else (especially something like ElvUI) disabled?
No, things were working fine before I tried using custom quest tracking. I'm not using ElvUI or any other UI overhaul mod.

Which version of SavedInstances are you using?
Version: SavedInstances 10.1.5

Was it working in a previous version? If yes, which was the last good one?
I wasn't using the custom quest tracking in previous versions.

Seems related to #753 . Characters are hidden due to nothing other than things tracked in Progress is "saved".
