Notify of Perfection value resets on mobile devices between uses

Expected Behavior

Set value for Notify of Perfection should stick through restart of the browser.

Current Behavior

The value set for Notify of Perfection under Notification settings resets (null) between uses and/or restarts of browser on mobile devices. On iOS and Safari this happens everytime the map is loaded (the browser reloads everytime you open it when saved to home screen) and every now and then on chrome as well.
This started after the last announced update (01/27/2018).

Steps to Reproduce (for bugs)

• Set a value for Notify of Perfection.
• Save map to home screen
• close and reopen the map

Context

Me and some of my users have noticed the issue as well as some members in #feedback.
When browsing the map "normally" you can set the value and reload the page, but whit the map saved to home screen you don't have that option.
