Check if Windows 11 has TLS 1.3 problems

While looking info on #228 I stumbled upon a problem that TLS 1.3 had a regression on Windows 11. Let's hope that is not the case, but just in case I'm opening this issue to write down that the solution is for us to only specify TLS 1.2 as supported (though that might not even work).

Once it has been a while without anyone reporting a problem with this, I think then this issue can be closed.
