Different behaviour in setting Parent/Children relation between Entities #196

In the Riscoss 1.1.0 implementation it is possible to set as children only the Enitities associated either in the same Layer or in the Layer/s below and no Entity associated to the upper Layer/s are shown in the “Add Children” list.
As far as the "Add Parent" option is concerned, in the Entity Management menu it is possible to set, for an Entity, whichever other Entity you like (either the ones in the same Layer or the ones both in the upper and in the lower Layers).
The correct behaviour should be that you can set as parent or children of an Entity each other Entity you like, independently of the Layer where the Entity is located. Furthermore another possible behaviour could be that you can set as children only the Entities of the same or lower Layer and, as parent, only the Entities of the same or upper Layer.
