Remove PermGen Java setting

Suggestion

I want there to not be a PermGen setting,

Benefit

so that I'm not confused as to what it does.

as far as I know, it became obsolete since Java 8, so I don't see the point in keeping it in the launcher. also, I'd imagine you would still be able to set it with a Java argument if for whatever reason you're using Java 7-
this setting seems to exist only in global Prism settings, not in instance settings
