Upload the 2017 version to the visual studio marketplace.

#276 should cover the installer. Code-wise we are not at the state where I want to release this into the marketplace, but this should be enough yak-shaving for now and nightly installer builds should start appearing on appveyor soon.

FWIW, I would be happy if the extension were VS2017-only, if that speeds up development by removing work for supporting VS2015.

There is now a 2017 installer on the AppVeyor page: https://ci.appveyor.com/project/vosen/visualrust/build/artifacts
