Use Docker for both windows and linux

Currently the setup action has a weird discrepancy between the version for docker and windows. The chocolatey windows package version don't necessarily match up the official docker tags. It seems though that there are Windows versions for docker available too so the entire action could be switched towards using docker for both operating systems
