Dates and Status

Although "from" and "to" dates are recorded against most items in the system these are largely ignored when retrieving data. The "status" field against most items is this same, this can be set but it is mostly ignored by the business logic.

When retrieving entities from the database the date from/to and status of an entity should be checked.

This issue will be updated as each area of the system is corrected.
