[BUG]: Loading the save state instantly after booting up the game crashes with Hardcore Mode

Describe the Bug

With rcheevos Hardcore Mode enabled, attempting to instantly load the save state in a game with no achievements (so PCSX2 attempts to disengage HC) crashes the emulator.

Reproduction Steps

1. Ensure rcheevos are enabled and Hardcore Mode is toggled on.
2. Run a game that is on rcheevos but has no achievements, so PCSX2 disengages Hardcore Mode.
3. Immediately attempt to load the save state via F3.
4. Observe a crash.

Additionally, when attempting to reproduce this without rcheevos I sometimes loaded the save state without a crash, but PCSX2 would display a black screen only, and re-loading the save state would not resolve that.

Expected Behavior

Save state loads as expected.
