Add container-builder scripts to the repo

Locally, I have some scripts to build Docker containers for 12.0.2 and 14 with NSF ODP installed, and the container-based build process does similarly. It'd be useful to have examples of these in the repo, since that can be quicker and more efficient than spawning a new container every time when contamination isn't an issue.
