Add ability to auto-remove inactive user accounts #1397

WebODM should be able to detect inactive user accounts and (optionally) have the ability to clean them up.

>>> u = User.objects.get(username="test")
>>> u.date_joined
datetime.datetime(2023, 9, 12, 22, 23, 32, 662586, tzinfo=<UTC>)

Also ability to cleanup stale partial tasks (tasks which are stuck in pending_action != null)
