issue with edit config command in yangcli

Hi,

I am trying to configure using edit config command.

edit-config target=candidate error-option=rollback-on-error default-operation=merge test-option=set config="/root/.yuma/sample1.xml"

The rpc does not throw any error. But configuration is not done. On analyzing the netconf server logs, I see that the config tag is not filled in the rpc message.
