building=garage probably doesn't need windows

This particular garage also has building:levels=1. While that gives it a somewhat correct height, it seems to result in windows being added. Nearby ways with building=garages, but without building:levels don't have windows, but seem to have a default height of about 10 meters or so:

Admittedly, it's probably better to add height instead of building:levels. But the latter is far easier to obtain than the former ...
