Time Series Template: Create template for timeseries constrained to a single site.

The time series template as it stands allows multiple features and multiple relationships between then. Would like to create a simplified version that removes the "related features" tab and crops back the site data entry table into a single block.

Since @cdesyoun is primarily using the named ranges in excel to generate the YAML via xlwings, if we make changes to the look and feel of the template, but maintain identical names for the ranges, he should need to make very few changes to keep things working.
