Add ability for project amins to provide comments/feedback on user's training progress

explore ability to provide feedback at project/badge/subject/skill levels
make sure that communication is easily accessible through the Skills Display both on its home page and if applicable on a specific skill/badge/subject
consider providing ability for users to respond and to have a conversation with the trainer/approver/admin
