Description of the enhancement

Tooltips warrant a separate issue so that different use cases and accessibility is taken properly into account.

What new functionalities would the enhancement make possible?

The mechanism for passing data to the tooltips are already there
Making sure the tooltips are screen reader compliant
Search result icon explanations
SkosXL labels
Top bar tooltips
Concept page property tooltips
Cypress tests exist
