scos-actions not detecting existing onboard calibration file

When not using a sensor_calibration.json, but running with existing onboard_sensor_calibration.json file, the logs always show "Making new onboard cal file from existing sensor cal" instead of "Onboard calibration file already in use. Continuing." These log messages specifically refer to ‎YFactorCalibration action.
