Is your feature request related to a problem? Please describe.
-Need to implement Walker method of calculating subhourly clipping using a distribution function for the DC output of the system

Describe the solution you'd like
-Begin with a SDK feature so the capabilities can be accessed in PySAM, other SDK methods

Describe alternatives you've considered
-Could be fully integrated into the UI in the future
