Unexpected delay between tracks in cuesheet

Describe the bug

I noticed a small delay between track changes when I was playing a cuesheet using an ogg file. I tested some other decoders and opus seems to have a similar problem. The flac, wav and ogg-flac decoders work as expected.

Steps to reproduce

1. Create a cuesheet using an ogg file (any ogg-vorbis file will do).
2. Add two or more tracks in the cuesheet.
3. Play the cuesheet.

Example cuesheet:

Expected Behavior

No delays are noticeable between track changes.

Actual Behavior

A small delay is noticeable between track changes.
