[Redesign] Manage tags for config items

Is your feature request related to a problem? Please describe.
Tags allow to flexibly group items by assigning them a tag and later use the tag for fitlering.

Confirmations:

• User can add, remove a tag when editing a config
• User can add, remove a tag directly from the config list view
• When adding a tag, user can select from a list
• When adding a tag, a new tag can be created on the fly
