Npm.depends({ semver: '6.3.0' }); // 7.x versions are incompatible with Internet Explorer

Now that IE is no longer an issue we can update semver.

Hey there, I'd like to work on this issue!
Just to clarify, do I need to remove this line, or do I need to update it with the latest version of IE?

@Akshu-on-github please read the OP again, it looks like you don't understand what I'm talking about here.
semver can be updated because Internet Explorer is no longer supported and hence a blocker for update.
@Akshu-on-github do you know Meteor?
