[FEAT] Allow for Storing liveries outside of community folder #149

Description

I currently have the liveries mega pack downloaded in a folder on a hard drive that is separate from my community folder. This allows me to not take up SSD space with liveries. I would like to manage liveries in that folder and not have them go to my community folder

Solution

Allow for a non community directory to manage the liveries. Bonus points for sym-linking to the community directory

Why is this the best solution?

Allows people to specify where they would like their liveries stored given that downloading all is a lot of space

Requires same fix as #139. We plan to implement it for the next version (v0.3.0) which should (if it all goes to plan) release on Saturday!

Our current priority is internationalisation, which should allow for the manager to be available in other languages.
