Install using psycopg2-binary

There is the option of moving the psycopg2 dependency to the psycopg2-binary which has the missing dependencies at NERSC built in. Users would then not need a virtual environment.

The docs don't seem to favor using it however (https://www.psycopg.org/docs/install.html), but its something we can have in the back of our minds.
