Add a "Contributors" page

Add a code contributors page somewhere.

It would be part of the Readme

It could also be a page on the Wiki, which we really haven't made use of but probably should.

The first contributor to add is Stephen Morse and his deflection code. So his name and university affiliation, as well as a brief description of his contribution.
