This issue has been reported to me by chauhankiran:

I am not sure if this is the place of creating an issue of Moksha desktop environment. If this is not, then please guide me on the where to write the issue.

If I open more than five program in my laptop, it put a open tab upto space between menu icon and first opened tab - https://prnt.sc/jnfli9

I have noticed this behavior before and can confirm it happens in Moksha. I can also confirm it doesn't happen in pure e17 nor in e22. I haven't tracked down the cause of it yet. It is a relatively minor issue and can be 'fixed' by moving the task gadget in the shelf after it has jumped that space over back to where it belongs. After that it will not jump anymore ... unless maybe you do something like resize your screen.

Pretty sure this is a profile related issue with how Moksha scales profiles from one resolution to others based on the resolution the profile was created under.

I'm pretty sure the default E profiles that don't show this issue also don't have a default profile with a shelf fully expanded right?

You raise a good point Jeff. Yes the default profiles in E don't have a shelf fully expanded. And I after installation of both e17 and e22 changed that setting to make it fully expanded. Perhaps this issue does infect e17 and or e22 if I change the default profile to be more 'bodhi' like. I will have to check on that.

Either way this is a minor issue and I may end up closing it with a won't fix and patches accepted tags.
