Silver player icons (or party member icons?) aren't in correct locations

I noticed an odd behavior relating to the silver icons that show player information when you hover over them on the map. See the attached screenshot. That is, the locations of these icons don't match up with the location of the player, and also, they randomly move every few seconds, often big distances across the map, even when the player hasn't moved at all.

I think they're not supposed to do that. :)
