Add maximum embargo length as a configuration option #75

At the moment, maximum embargo length is fixed to two years which is the SAFE project standard. This should in future be a configuration options as other projects may not use this maximum.

This is something to tackle once other projects have begun to use this system, i.e. post 3.0.0
