Silenced errors in Observers #926

Hello,

I had a problem, and I looked at the code. Why are the errors from the observers silenced?
I had problems launching some experiments where the observers died, and I could hardly understand why. When this happened, my process still lives but uselessly because no info was stored anymore.

I have made some changes in a fork of mine, fixing this and other issues regarding updating packages.
I can make a PR, but I need to first understand the decision of silence errors in Observers (which goes against python explicitness).
I'll be glad to help if I can.
