Bot needs a set of user's that can control its configuration dynamically. We will expose a set of management interfaces into the bot itself.

Some commands that we need:

Join channel
- Is this covered by hubot already?
- We need to be able to control the set of users that can run this command
Leave channel
- Same questions as join
List of users the bot knows about and their access controls
Configuration for what users can use the bot
List notification filters
Set notification filters
