[Task]: Lo-fi mockup for opp listing page

Summary

We need a low-fidelity mockup for the opportunity listing page so that we can start front-end development and determine what data we need available. We may also need to get this approved by MH and HHS and will want to start the process early. This is not a content approval. Approval will be in a separate ticket - Carley, Emily, Julius and Lucas.

Acceptance criteria

• Decide what we want to display
• Design a low-fidelity mockup of the opportunity listing page
